Just had this from Ebay.

On Sunday, 6th June, 2004, eBay.co.uk will be amending its current Surcharge Listing Policy. eBay will adopt the following surcharging policy in the interests of ensuring that all buyers receive clear and accurate pricing information when trading on eBay.co.uk. This surcharge policy applies only to items listed on eBay.co.uk.

eBay will prohibit surcharging by sellers except where described below. Surcharging occurs when sellers pass the charges they incur for using eBay or third party services such as payment services onto buyers.

Specific examples are explained below for your guidance:

1.Electronic Money Services
Sellers who accept electronic money services as a means of payment for an item purchased on eBay, may not impose a surcharge. Electronic money services include, but are not limited to, services such as PayPal, Nochex, FastPay or Moneybookers.

2.Cheques and Money Order
Sellers may not charge buyers an additional fee for their use of ordinary forms of payment, including acceptance of cheques and money orders.

3.eBay Fees
Sellers may not pass onto buyers any eBay selling fees including but not limited to listing fees, listing enhancement fees and final value fees.

Exceptions to the Surcharge Policy:

1. Credit and Debit Card Payments
Surcharging is permitted where sellers accept credit or debit cards as a means of payment for an item purchased on eBay. Such sellers will have merchant accounts with a bank or credit card company.
These sellers may not pass on to the buyer a charge greater than the amount of the commission payable by the seller to the bank processing that credit or debit card payment. In other words, sellers may recoup the charges incurred as a direct consequence of accepting the credit or debit card, but no more.
Please note that under English law, sellers have a legal right to pass onto the buyer the charges incurred for a credit or debit card transaction. However, this right does not apply to electronic money services. Where a credit or debit card is used to purchase electronic money to fund a transaction made via an electronic money service such as the ones listed above, this is not a credit or debit card transaction, but an electronic money service transaction.

2. Posting and Handling
Sellers may add a reasonable posting and handling fee to the final price of their item, providing that this fee is disclosed up front in the listing. A posting and handling fee can cover only the seller's reasonable costs for mailing, packaging and handling the item. Posting and handling fees cannot be listed as a percentage of the final sale price.

3. Escrow
Sellers may pass along the costs associated with using a third party escrow service, if the buyer chooses to use an escrow service and if the costs are disclosed and agreed to in advance by the buyer.

4. Different Currencies
Sellers may choose to accept payment in a different currency than the currency listed on eBay. If the buyer chooses to take advantage of this optional payment method, the seller may pass along to the buyer any costs associated with the currency exchange, provided that the costs are disclosed and agreed to in advance by the buyer.

Makes me happy as i mainly buy and don't like adding a percentage when using Paypal.

Its a load of rubbish really, just because paypal is at a loss due to there higher charges. People would rather pay via cash or nochex etc than pay paypals high fee's, theres no reason to add such a stupid policy.

I can see people adding surcharges into there price to get round this, and then offering a discount to anyone paying via any other method than paypal.

totally agree with barry here but when listing on ebay you have the option to delete not use the pay via paypal option so really up to you wether or not you use paypal im still trying to work out if money bookers is a viable option instead but its a pain having to have so many ways of accepting money and this will only make it harder

I think Nochex is still the best way,but thats just my opinion

Nochex is wayne but its always best to offer the customer as many payment options as possible, to guarantee smooth transaction.

Not all are familiar and willing to use the online payment methods, if I was to ask a friend to pay me via nochex hi reply would probably be "why no cheques, will cash do then?".

as barrywien said best to offer as many forms as possible, but the problem is most people dont know about nochex and fastpay, they only know about paypal due to ebay owning it and advertise it every were. I dont mind the fees charged by paypal but there service is crap! they allow people to use stolen cards etc and then just cancell the transaction, not sure how they manage to get away with authorising dodgy cards!

I personally wont be accept paypal anymore after i got a payment cancelled due to some twat use a dodgy card :(

I prefer Nochex mate, its just annoying when you actually find what you want and they only accept Paypal or cheque, i'm just fussy, i hate having to pay the % most people ask to use paypal payments, i prefer using nochex or bank transfers. i'm too impatient to wait for cheques to clear as well :-)

Not a lot of peeps use both Paypal & Nochex.........

BACS is my preferred payment method!!

dosent cost anything Only prob is that nobody know whats it bloody is!!!

cut out the middle men and do direct through your bank ;)

Problem with BAC's is its not always instant to different banks, so cheque would take a similar time. Nochex fastpay and paypal are all free to sign up to, but i suppose its better to have hard cash in your bank than in a virtual account online.

Agree with you Barry bacs takes ages especially if it is to a different bank.Cheques are hassle really because it costs me time and petrol to bank them and then you have to wait for them to clear.
I have found paypal good so far to be honest and most people know about it too as said before and its fast.
I can see where e bay are coming from though because some people charge excessive amounts for using paypal etc.
I dont charge anymore! just like to get the deal sorted and move on!
